CROCKETT — A Vacaville man found by a road Thursday morning appears to have been shot to death, and the man suspected of killing him surrendered after a standoff, authorities said Friday.

A driver saw DeMichael James Gandy-Williams, 30, along Crockett Boulevard between Cummings Skyway and Pomona Avenue and contacted authorities about 7:15 a.m., according to a statement released by Contra Costa Sheriff’s Office spokesman Jimmy Lee. Authorities pronounced Gandy-Williams dead at the scene.

Deputies found Gandy-Williams with what appeared to be at least one gunshot wound. They declined to say where he had been shot.

Authorities arrested 46-year-old Toriano Collier, who has addresses in Vallejo and Napa, after an hourslong standoff at a Fairfield motel, the agency said. Collier didn’t surrender until after 8 p.m. Thursday, more than three hours after the Sheriff’s Office requested help from Fairfield police, according to the Fairfield Daily Republic. A SWAT team also was called to the motel in the 4300 block of Central Place.

Collier is facing charges of murder, being a felon in possession of a gun, and probation violation. He was being held without bail at County Jail in Martinez, Lee said.

According to Lee, detectives arrived at the motel only to interview Collier about Gandy-Williams’ death. They later determined he was the suspect.

According to the Daily Republic, preliminary information indicated the suspect was in a third-floor room of the motel that faced Interstate 80. The newspaper also reported that authorities shut down access to Central Place and to the eastbound I-80 onramp at Suisun Valley Road.
